Fair Not Fear

"Fair" - a four letter word for responsible growth

Today, the one mile area around Homestead Park is densely residential with some 1,900 homes, three mobile home parks, public housing, affordable housing and a large student apartment complex. It is also home to significant human services facilities:

        1. Freedom House - a substance abuse and mental health center that provides out-patient services,a 16 bed detox unit and a 22 bed half way house.
        2. HomeStart - a women's shelter that provides emergency and transition housing.
        3. Oxford House - three residential addiction recovery homes located within a mile of the proposed location.

Relocation of the men's shelter would concentrate all overnight social services for at-risk populations into one very small area of Chapel Hill, (the small triangle is 1/5 of a square mile).

The picture shows that within the 400 sq. miles of Orange County, all overnight social services for at-risk populations would be located in a tiny area.

Many governments require facilities that provide social services for at-risk populations be at least 1/2 miles to 2 miles apart. Many governments such as Raleigh housing Authority use the "scattered site" approach to locate supportive housing.
